JOB SUMMARY:Responsible for supervision of Voter Registration Division and maintenance of voter records.

ESSENTIAL JOB FUNCTIONS:
Supervises the voter staff with assisting the public in the completion of forms for voter registration and ensures all information is listed correctly; issuing voter registrations; and scans and enters voter registrations into state-controlled database.Assigns the work schedules of staff involved with voter registration; reviews work for accuracy upon completion.Supervises the voter staff with the assembly and mailing out of absentee packages that include instructions and ballots; maintains records of number mailed and returned by precinct. Supervises the receipt of absentee ballots, file marks, logs, and stores them in the ballot box until Election Day; meets deadlines set by Federal Law. Supervises the input of address changes into voter registration records.Supervises staff providing precinct identification during early voting.During all elections, supervises staff providing voter registration information to off-site poll workers by telephone.Verifies new voter registrations received from other agencies.Reviews the precinct and district boundaries in conjunction with the Election Commission; ensures the addition of new streets and updating of precinct maps as needed.Directs the updating of voting history for registered voters after each election.Communicates verbally and in writing when a request is made by the public for correct voter registration information.Researches election results and identifies voter volume by types of elections/election issues.Trains staff on proper procedures for data entry, voter assistance, election laws, and departmental procedures.Attends Election Commission meetings and other meetings concerning voter registration, election laws, or voter registration procedures as requested by the Clerk. Maintains maps of areas within the County permitted to sell alcoholic beverages.Conducts research into County voting records upon request of public.Answers questions from the public in person, by telephone, and by email.Maintains the inventory of office supplies for the division.Supervises the creation, assembly, and binding of poll books for each election that lists eligible voters for each voting location, divided into geographic areas. Supervises the updating of voting history for each registered voter by scanning signed poll books and updating voter databases after each election.

SECONDARY DUTIES AND RESPONSIBILITIES:
Performs other related duties as required.

PERSONNEL SUPERVISED: Supervises 8-15 employees.

WORKING CONDITIONS: Duties are performed primarily in a smoking-restricted office environment. Occasional attendance at meetings with outside agencies is required.

MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

Considerable knowledge of election laws, regulations, and ordinances governing the election process.Considerable knowledge of the processes, procedures, and statutes related to the issuance of licenses and certification and recording of legal documents within the Circuit/County Clerk's Office.Considerable knowledge of the information and processes required for voter registration.Considerable knowledge of detailed computerized and manual record-keeping processes.Good knowledge of filing and record-keeping systems.Some knowledge of basic mathematics.Ability to read and interpret maps and related boundaries.Ability to accurately verify the information and locate inconsistencies.Ability to communicate effectively in writing.Ability to establish and maintain detailed record-keeping systems.Ability to read and interpret statutes, court orders, ordinances, and other legal documents.Ability to supervise a staff involved with voter registration.Ability to conduct research into official records.Ability to establish and maintain an effective working relationship with outside agencies, other county employees, and the general public.Ability to maintain discretion regarding privileged information.Ability to attend work regularly and reliably.Skill in the operation of a computer.Skill in the use of Microsoft Word and Excel.

PHYSICAL REQUIREMENTS:

Digital dexterity is sufficient for the operation of a keyboard and mouse.Visual acuity is sufficient for normal office activities, including the use of a computer.Ability to effectively communicate orally, both in person and by telephone.Ability to lift and carry loads up to 20 pounds.

EDUCATION AND EXPERIENCE:
Completion of high school or equivalency including some college-level or business school coursework in Business Administration, Public Administration, Management, or a related field; considerable experience with maintenance and/or processing of voter registration or election records, legal or business records, office management, or a related area; some supervisory experience; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
