Business Process Analyst I (Finance)



The County of Riverside's Department of Public Social Services (DPSS), Technology and Support Services (TSS) division has an immediate opening for a Business Process Analyst I (BPA I) in the city of Riverside. This essential role supports core operations across all DPSS divisions, including Children's Services, Adult Services, Self-Sufficiency, Administrative Services, and Finance & Forecasting. The BPA I will work closely with the Riverside County Information Technology (RCIT) Liaison to ensure seamless coordination of technology and equipment needs for various initiatives such as new hire onboarding and equipment refresh projects.

The BPA I will provide critical business process support by conducting bi-monthly RCIT meetings and offering functional system support. The position involves coordinating projects with RCIT Logistics, managing complex hardware projects, and ensuring that all efforts are aligned with department standards and goals. The analyst will also lead workflow enhancements within ServiceNow, while serving as a communication bridge between DPSS and RCIT to ensure stakeholder needs are met.

Key responsibilities include analyzing and improving current business processes, monitoring and updating ServiceNow workflows, and preparing detailed reports and dashboards for management. The BPA I will create design specifications, address technical challenges during implementations, and support cross-divisional efforts to streamline technology operations.

The ideal candidate will have strong analytical and problem-solving skills, a collaborative mindset, and the ability to communicate effectively with diverse stakeholders. Proficiency in Microsoft Office 365 is required, and familiarity with ServiceNow is a plus. Additional qualifications include knowledge of Microsoft Power BI and Visio, knowledge of Microsoft Power Apps, experience in process mapping, adaptability, and technical proficiency related to computer operations. Candidates with experience in business process analysis and technology project management are preferred.

Can you see yourself here?• Serve as business process resource on all matters involving the support, maintenance, enhancement, and upgrade of the County's integrated enterprise systems; provide functional support, analysis and design specifications, as needed, to programming staff.

• Troubleshoot, provide production support, identify problem areas, and correct system set-up when production errors are identified; work directly with vendors for resolution of underlying system program problems; search corporate websites for posted resolutions and remedies that could resolve identified problems.

• Participate in the design and evaluation of business processes required for the implementation of enterprise systems modules and upgrades; review effect of new components to determine if previously modified processes can be eliminated and/or if new release will also require modification; participate in system testing to ensure that the new release provides the expected results throughout the business cycle.

• Review and evaluate existing County business process models to identify potential areas for automation and streamlining; develop recommendations for new or modified processes; test all changes prior to final implementation to ensure appropriate results.

• Coordinate with user departments on new/changed local ordinances and labor agreements, legislation, reporting, and regulations.

• Design, implement and maintain system set-up tables and parameters to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.

• Coordinate and implement system security.

• Maintain context-sensitive on-line help reference to reflect the most current structure within the system.Education: Graduation from an accredited college or university with a bachelor's degree in public/business administration, human resources, finance, computer science, information systems, or a related field to the assignment. (Additional qualifying experience in a functional support area may substitute for education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

Experience: One year of technical or paraprofessional level work which would demonstrate possession of the listed knowledge and abilities related to business process analysis and improvements.

Knowledge of: Principles and practices of enterprise functions; project specifications development; application design; application of industry/corporate standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; the use of packaged, off-the-shelf and 3rd party application software, including office automation tools.

Ability to: Write/modify technical and user documentation; prepare flow process diagrams and other design graphics; use basic principles, practices and functional activities for the maintenance and enhancement of enterprise systems components; gather and analyze data; reason logically, draw valid conclusions and make appropriate recommendations; speak and write effectively; read, interpret and apply laws, rules, regulations, standards, and procedures; establish and maintain effective working relationships with others and gain their cooperation.This recruitment is open to all applicants.
