Regional Maintenance Manager (Finance)



Job Title: Regional Maintenance Manager

Location: Remote, ideally based in Greater Philadelphia, PA area. Must be willing to travel to assets in the northeast including locations in MA, NY, NJ.

Job Summary: The Regional Maintenance Manager oversees and is involved in all maintenance-related areas for a regional portfolio of ten or more communities, with a goal of maximizing the potential of real estate and the potential of the maintenance staff while minimizing operating costs. The Regional Maintenance Manager assists onsite Property Managers and Maintenance Supervisors in executing company policies, procedures and programs relating to safety, construction, and the overall maintenance and upkeep of the communities. This position also coordinates with Operations and other Regional Maintenance Manager(s) to standardize property performance, leverage maintenance knowledge and share best practices.

Essential Duties:

  • Leadership / Personnel Development
  • Effectively communicate with residents, guests, visitors and staff.
  • Ensure that a high level of low-cost/high-service value-added maintenance is provided consistently throughout the region.
  • Review and learn Harbor Group Library of Standard Operating Procedures and ensure each site is adhering to guidelines.
  • Set strategic maintenance service goals, assist in scheduling and coordinating work and hold property maintenance teams accountable for performance.
  • Assist in recruiting, hiring, training and retaining highly qualified maintenance professionals.
  • Train and/or support outside training in maintenance procedures and safety in coordination with HG Education Services and Manager - Operations; coordinate with the HG Education Services to develop and implement maintenance training programs.
  • Work with onsite teams to create and maintain monthly staffing schedules that adequately support the maintenance needs of each community to include on-call rotation coverage.

Repairs & Maintenance

  • Coordinate, administer and provide accountability for property preventive maintenance programs.
  • Support teams and advise on repair projects scope and work.
  • Fill in as Maintenance Supervisor, as required for open positions.
  • Provide technical support and back-up for all routine maintenance programs.
  • Inspect the service request and make ready process at each community to ensure its compliance with Fair Housing and Harbor Group policy maintenance responsibilities.
  • Must have the ability to install, service, replace and repair various building elements and systems including but not limited to HVAC, appliances, plumbing, electrical, flooring, cabinetry, and drywall.

Contracting & Contract Administration

  • Work collaboratively with the on-site Property Manager on supplier-vendor relationships.
  • Assist with defining scopes of work, with contractors and suppliers.
  • Administer contracted work to confirm adherence to the contracted scope of work.
  • Coordinate ADA Surveys and plan implementation for compliance.
  • Make regular visits to communities and conduct physical inspections of all areas to evaluate conditions and ensure the maintenance teams have the necessary knowledge and resources to meet or exceed company standards.

Acquisition / Disposition / Capital

  • Evaluate and recommend capital improvements relative to revenue-generating investments and asset preservation.
  • Assist with management of capital projects and report to management on progress of projects in the region.
  • Assist with property acquisition Due Diligence projects as needed. Provide input on maintenance and capital expenses based on findings.

Customer Service & Safety

  • Operate with and foster a high level of customer service toward residents, community and internal teams.
  • Present an appearance appropriate to the image of Harbor Group and the community.
  • Ensure the maintenance teams maintain a safe working environment and document and monitor safety policies, procedures, inspections and training.
  • Keep informed on all work safety issues including OSHA guidelines and constantly keep abreast of changes in law and practices.

Financial

  • Create value for clients and residents by optimizing performance of building systems.
  • Partner with onsite teams to ensure shared consciousness regarding the importance of optimum performance of the physical asset
  • Work with onsite teams to manage overtime and minimize the reliance on outside contractors at assigned assets.
  • Work with onsite teams and regional managers/vice president on annual budgets for assigned assets.
  • Analyze profit and loss statements and work with onsite teams to maintain budget control.

Technical Qualifications:

  • High-Rise Mechanical, Electrical, and Plumbing (MEP) Systems
  • Central Fire Alarm and Sprinkler System Operation and Testing Compliance
  • Central-Based Mechanical Systems (e.g., chilled water plants, boiler systems)
  • Building Automation Systems (BAS)
  • Rooftop Units (RTUs) and Air Handling Units (AHUs)
  • Elevator Systems and Elevator Service Contracts
  • Boiler Systems including high-efficiency, steam, and hydronic systems

General Qualifications:

  • High school education or equivalent.
  • Universal CFC certification is a requirement for this position.
  • Basic computer knowledge to include MS Word, Excel, Outlook, Yardi, Teams and OpsTechnology.
  • Minimum ten years full-time maintenance experience in the multifamily industry; minimum five years of supervisory experience. Multi-site supervisory experience is a plus.
  • Demonstrates a customer focus, strong interpersonal skills and managerial prowess.
  • Demonstrated ability to supervise, teach and motivate staff of 20 or more.
  • Demonstrated knowledge of work safety habits; ability to professionally represent the company.
  • Supply basic tools; maintain a valid driver's license and reliable transportation.
  • Able to work on-call and extended hours (including after hours and weekends).

Physical Demands and Requirements:

  • Able to lift up to 50 pounds, bend, walk, kneel, stretch for prolonged periods of time.
  • Able to work on ladders up to 30 feet; in confined spaces and all climates.
  • Adhere to safety requirements and perform all duties in a safe manner.
