IT Systems Administrator III (Finance)



The Riverside County Treasurer-Tax Collector is seeking a highly skilled IT Systems Administrator III to join the team in Riverside. This position will be responsible for maintaining and supporting the local and wide area network in a multi-server environment, providing technical services for all Treasurer-Tax Collector locations, including Riverside, Palm Desert, and Temecula. The role requires an independent and resourceful professional who can work with minimal supervision while delivering reliable IT support and administration. In addition to day-to-day system administration duties, the selected candidate will assist with December and April property remittance collection functions, as well as support other special projects and assignments requiring PC knowledge and technical expertise, as directed by department leadership.

The ideal candidate will demonstrate strong technical knowledge in network and server administration, IT security, and system troubleshooting. This includes hands-on experience with installation, configuration, and maintenance of hardware and software systems. Expertise in Microsoft Windows Server, Exchange, Citrix, workstation administration, Active Directory, NDS, group policies, and security access controls is required. Additionally, candidates should possess a thorough understanding of LAN/WAN networking concepts, including firewalls, switches, hubs, and cabling. Excellent communication, problem-solving, and collaboration skills are essential to succeed in this role.

The Riverside County Treasurer-Tax Collector is responsible for the billing and collection of property taxes, and, for the receiving, processing, investing and most importantly, safeguarding of public funds, as mandated by the laws of the state of California. The combined office is led by Matthew Jennings , a countywide, publicly elected official serving the fourth largest county in California by landmass and by population. Established May 9, 1893, Riverside County encompasses 7,303 square miles, 28 cities and a population of nearly 2.3 million. Can you see yourself here?• Installation and maintenance of Microsoft Windows Server, Microsoft Exchange, Citrix Metaframe, Windows workstations, printers, and other network devices.

• NDS and Active Directory management duties, including application of group policy and account additions, deletions, changes, rights, and restrictions. Work with other departmental supervisors and managers to ensure the users have the correct level of security access.

• Installation and maintenance of firewalls, switches, hubs, cabling, and other infrastructure-related components.

• Monitor/maintain the network infrastructure; evaluate hardware & bandwidth use, traffic pattern, and volume analysis; tailor/tune for optimal performance.

• Diagnose and analyze software and/or hardware problems on the LAN/WAN.

• Provide and maintain the security and integrity of the LAN/WAN by ensuring security patches and anti-virus software have been applied to all devices within the network .

• Respond to user requests for service; troubleshoot problems and develop solutions; make repairs to equipment and arrange for other servicing needs.

• Evaluate and maintain existing PC based programs along with program documentation and user training. Support applications and their usage through the use of query/reporting tools, by coding interfaces/scripts/patches, installing packaged updates, and maintaining directories/databases/ web pages.

• Provide recommendations for hardware/software purchases to enhance operations within the department.

• Setup and format of packaged software and utility programs.

• Keep current on knowledge of hardware and software industry trends and developing technologies.

• Represent the department at PC, LAN, and technology-enhancing meetings, seminars, and workshops as directed. Attend Countywide IT meetings and participate in sub-committees formed at those meetings. Education : Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full time experience.)

Experience: Four years of successful journey level IT job-related experience, one year of which included either lead level duties or technically advanced IT job-related work. (One year as an IT Systems Administrator II will satisfy the one year of lead or technically advanced experience requirement.)

Knowledge of: The principles, methods, and techniques used in the course of work for the IT Systems Administrator series; principles and techniques applied to IT devices, applications, and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval is preferred for higher-level classes.

Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.

Required IT-Related Skills: Support of mainframe, stand-alone or single platform computer environment; use of OS software; use of system management software; use of back up and recovery utilities.

Preferred IT-Related Skills: Support of a networked, multi-user, or single platform mid-range (e.g., UNIX/NT/VMS) system; use of OEM, third party tools, and native scripts/languages to perform upgrades, tuning and security administration.This recruitment is open to all applicants.
