Sr Port Captain (Finance)

Job Summary
Provides marine support to CITGO assigned facilities by applying expertise to marine technical issues involving tankers and barges, facility operations, marine measurement/loss control, regulatory compliance, and emergency response. Holder of this position works closely with the facility management staff for each location supported. Provides back up support to Marine Assurance Manager with other Port Captains. Some travel required for areas of responsibility.
Minimum Qualifications
1. Marine Technical Support - Performs tanker and barge clearances determination of vessel acceptability, performs on site vetting inspections of vessels, investigates operational issues as they relate to vessel performance, and provides marine expertise regarding marine safety for the facility. Performs annual marine inspections of dock facilities and documents findings.
2. Marine and Demurrage Claims - Monitors cargo measurements and demurrage pertaining to marine shipments. Works in conjunction with refinery and terminal logistics on dock planning for efficient utilization of the docks. Works closely with claims coordinators in the investigation and documentation of discrepancies and cargo/vessel claims.
3. Support of all CITGO marine facilities - Provides long distance marine support to other CITGO facilities as assigned as area of responsibility and cross trains with other Port Captains for continuity.
4. Emergency Preparedness and Response - Provide support in preparation for and response to marine related events, such as approaching storms, dock damage, collisions, and spills. Provides spill management services and performs an Incident Command System role as required by the facility.

5. Contractor Oversight - Performs vetting surveys of independent inspectors, spill response organizations, and other marine contractors providing services to the facility. Employee provides indirect supervision of outside marine contractors providing marine technical services for CITGO.
6. Regulatory Support - Works closely with facility towards meeting local, state, and federal regulations, and participates in marine facility inspections with regulators. Attends and participates in local meetings with regulators pertaining to port issues and marine safety. Provides USCG required Dock PIC (persons-in-charge) Training.
7. Special Projects - Employee may from time to time be assigned to perform special projects by supervisor. For example: Working with other internal business units to update marine related manuals used by CITGO marine facilities.
8. Participate with local industry organizations and liaison with ACOE, NOAA, USCG, Port Authority, etc... as necessary to ensure CITGO's interests are protected
