IT Procurement Coordinator (Finance)



Department: Information Technology Salary: Commensurate with education and experience.
Description:

The IT Procurement Coordinator plays a critical role in the financial, contractual, and administrative operations of the IT department. This position is responsible for coordinating the procurement lifecycle, managing vendor relationships and contracts, interfacing with the UHS (University of Houston System) Information Security Office and General Counsel, and ensuring adherence to institutional, state, and federal compliance requirements. The role supports operational efficiency, cost control, and policy alignment in a complex, high-volume technology environment.

Duties:

Procurement & Financial Operations:
  • Creates, manages, and tracks purchase requisitions and vouchers in accordance with UH System guidelines.
  • Monitors and reconciles IT cost centers and budgets, and prepares financial forecasts.
  • Facilitates the timely processing of payments to vendors and service providers.
  • Researches and corrects reconciliation discrepancies with reallocations and journal vouchers.
  • Works with IT leadership to analyze spend data and support annual budget planning.

Vendor & Contract Management:
  • Maintains an inventory of all IT-related contracts and ensures timely renewals, compliance tracking, and risk assessments.
  • Serves as the primary liaison for IT vendor management, including onboarding, performance reviews, and escalations.
  • Coordinates the full contract lifecycle: drafting, review, execution, amendments, and closeouts.
  • Ensures compliance with UHS contract policies and guidelines.

Compliance & Institutional Coordination:
  • Interfaces with UHS Information Security Office to facilitate risk assessments and security compliance for IT procurements and vendors.
  • Coordinates with the UHS Office of General Counsel on contract legal reviews and data-sharing agreements.
  • Collaborates with internal stakeholders to align technology procurement with accessibility, security, and legal requirements.

Administrative & Operational Support:
  • Assists with the planning and execution of IT audits, reporting, and continuous improvement efforts.
  • Maintains documentation repositories related to contracts, requisitions, and vendor communications.
  • Supports the Office of the Chief Information Officer with special projects, reporting, and executive presentations as needed.
  • Tracks key performance indicators (KPIs) related to procurement timelines, vendor performance, and budget adherence and performs related duties as assigned.

Required Qualifications:
  1. Bachelor's degree in Business Administration, Information Systems, Public Administration, or related field with 2 years of progressive administrative, financial, or procurement experience in an IT or higher education setting OR
  2. Associate's degree with a total of four years of progressive administrative, financial, or procurement experience in an IT or higher education setting.
  3. One of the following certifications is required within 18 months of hire date:
    • Certified Texas Contract Developer (CTCD)

    • Certified Texas Procurement Manager (CTPM)

    • Certified Purchasing Professional (CPP) or Certified Professional Public Buyer (CPPB)

    • Certified Contract Management (CCM)

Preferred Qualifications:
  • Prior experience working within a higher education or public sector environment.
  • Familiarity with IT contract language (software licensing, cloud services, cybersecurity/data privacy terms).
  • Experience with enterprise systems such as PeopleSoft, Oracle, or other ERP/procurement platforms.
  • Experience with digital accessibility, FERPA, and HIPAA compliance frameworks.

Knowledge, Skills and Abilities:
  • Strong knowledge of procurement and financial principles, including cost control and budget forecasting.
  • Proficiency in Microsoft Office Suite and data analytics tools (e.g., Excel, Power BI).
  • Strong organizational, communication, and interpersonal skills.
  • Ability to manage multiple projects, prioritize effectively, and meet deadlines.
  • Detail-oriented with the ability to analyze contracts and identify risks.
  • Ability to collaborate cross-functionally with legal, procurement, finance, and IT professionals.
