Manager, Budget and Contract Compliance (Education)
The Budget and Contract Compliance Manager is responsible for developing, implementing, supervising and evaluating the staff, processes and procedures necessary for the management and analysis of program compliance issues for the various budgets within the Adult Education programs.
ESSENTIAL FUNCTIONS
Build and maintain working relations with community organizations, city, state, county and federal agencies as well as HCCS Administrative Offices.
Work with Program Directors to develop, evaluate, monitor and report spending patterns and make adjustments as needed.
Confirm expenditures by program for state reporting quarterly and annually.
Implement and monitor a reimbursement process with HCCS, state and federal regulations.
Negotiate, develop, monitor, and report budgets and allowable expenditures with subcontracting agencies.
Assist with the fiscal portion of on-site evaluations with the various subcontracting agencies.
Maintain current and working knowledge of the policies and procedures at the federal, state and local levels.
Supervise and evaluate staff assisting the Contracts/Fiscal Compliance.
Responsible for the Adult Education Programs inventory.
Work with Staff Development to track required staff in-service hours for community based organizations as it affects eligibility for reimbursement.
Participate in writing grant-funded proposals.
Monitor the operation and delivery system of the technical assistance to the contracting agencies in the Adult Education Grant Funded Programs ensuring compliance with program and fiscal guidelines.
Provide leadership and guidance on budget processes and procedures for all programs within the Adult Education programs including Adult High School, Alternative Teacher Certification Program and Corrections.
Perform other duties, tasks and assignments as required.
EDUCATION EXPERIENCE Three (3) years experience in accounting with federal funds. KNOWLEDGE, SKILLS, AND ABILITIES: Ability to identify work priorities and function with little supervision Ability to communicate effectively with all levels of management Ability to work with diverse populations and with community-based organizations
Bachelor's degree required. Eight (8) years of directly related experience may be substituted for education requirement.
Minimum of three (3) years experience in program planning, implementation, budget development, and evaluation required.
Ability to work in a fast paced environment with multiple concurrent assignments
