Vice President of Compliance (Finance)

JOB SUMMARY

The Vice President of Compliance is responsible for leading the organization's compliance and grant management functions to ensure adherence to all applicable laws, regulations, internal policies and stakeholder requirements. Reporting to the Chief Executive Officer, the VP of Compliance will oversee the development, implementation, and monitoring of the organization's compliance program, including internal audits, regulatory reporting, and risk mitigation strategies for program operations. This role will collaborate with executive leadership and operational teams to promote a culture of integrity, accountability, and continuous improvement.

RESPONSIBILITIES:

EXECUTIVE LEADERSHIP

  • Serve as a member of the Executive Leadership Team.
  • Lead the Compliance & Grants Management department, ensuring alignment with organizational goals.
  • Develop and maintain a robust compliance framework and compliance systems that support ethical conduct and regulatory adherence.
  • Provide strategic guidance on risk mitigation within program operations and regulatory changes.
  • Partner with HR, Organizational Development, and Program Operations to ensure compliance training and awareness across the organization.
  • Oversee internal audits, investigations, and corrective action plans.
  • Ensure timely and accurate reporting to regulatory bodies.
  • Serve as the key liaison with external auditors, regulators, and licensing bodies.
  • Collaborate with the VPs, COO, and CFO to ensure compliance with financial and operational grant requirements.
  • Lead the development and implementation of a grants compliance infrastructure that ensures proper documentation, reporting, and use of funds.

STRATEGIC LEADERSHIP

  • Lead the development and implementation of enterprise-wide compliance policies and procedures for program operations.
  • Monitor and evaluate compliance metrics and KPIs; initiate improvements as needed.
  • Collaborate with IT and Data teams to ensure secure and compliant data management practices.
  • Serves as the Organization's HIPAA Compliance Officer.
  • Ensure all grant-funded programs meet federal, state, and private funder requirements, including allowable costs, procurement standards, and performance metrics.
  • Develop and oversee a centralized system for tracking grant compliance, deadlines, and deliverables.
  • Provide training and technical assistance to program and finance staff on compliance and grant management best practices.
  • Support the development of grant proposals by reviewing compliance-related language and ensuring alignment with organizational policies.
  • Conduct periodic program operations risk assessments and compliance reviews across departments and regions.
  • Lead the organization's response to compliance-related incidents, including root cause analysis and corrective action planning.
  • Promote a culture of compliance, ethics, and accountability across all levels of the organization.

REQUIREMENTS

  • Master's degree required in Law, Public Administration, Healthcare Administration, Business Administration, or a related field.
  • Minimum of 10 years of progressive leadership experience in compliance, regulatory affairs, grants management, or executive-level administration within nonprofit, healthcare, or human services sectors.
  • Demonstrated expertise in developing and implementing enterprise-wide compliance programs, program operations, including internal audits, risk assessments, and corrective action planning.
  • In-depth knowledge of federal, state, and local regulations, including HIPAA, Medicaid/Medicare, licensing standards, and federal grant compliance (e.g., SAMHSA, DOL, FBOP).
  • Proven experience managing compliance for complex operations and diverse funding streams, including cost-reimbursed and performance-based contracts.
  • Familiarity with accreditation standards such as CARF, JCAHO, or NCQA.
  • Exceptional leadership, interpersonal, and communication skills with a demonstrated ability to lead cross-functional teams and manage organizational change.
  • Proficiency in strategic planning, financial oversight, and performance monitoring.
  • Strong analytical and decision-making skills, with a commitment to innovation, accountability, and equity.
  • Bilingual in any language is a plus.
  • Certified Compliance & Ethics Professional (CCEP) or equivalent certification is a plus.

  • The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.
  • The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, talk, see, hear, and perform basic and light home maintenance activities, and operate office equipment.
  • Move and lift light objects up to 30 pounds, such as mail, supplies, files, and equipment.
  • Operating office equipment requiring continuous or repetitive hand/arm movements.
  • The ability to remain in a sitting position for extended periods of time.
