SUD/NTP Clinical Supervisor (461) (Information Technology)

SUD/NTP Clinical Supervisor (461)Tulare, CA

The SUD/NTP Clinical Supervisor reports directly to the Director of SUD Services. The position is responsible for assisting in clinical oversight of Kings View Substance Abuse Program (KVSAP), a Narcotic Treatment Program (NTP) offering Medication for Opioid Use Disorder (MOUD) to patients with opioid use disorder. The role involves providing coaching and supervision to clinical staff, maintaining compliance standards, working directly with Director, ensuring compliance with treatment protocols, supporting NTP program as needed, and fostering a culture of excellence
The role also involves delivering a range of services, including individual and group counseling, client progress monitoring, and coordination with the treatment team to support clients in their recovery. Is responsible for managing client caseloads, conducting assessments, developing treatment plans, and ensuring compliance with treatment protocols.


How will I contribute

Provide direct supervision of employees and program services, ensuring clinical services meet or exceed Kings View, County, State, Federal, and CARF standards.
Resolve clinical and counselor concerns that may arise over time.
Build and maintain relationships with key stakeholders, and community partners communicating program activities and supporting community events.
Assist in leading the Program in the development of new opportunities for services.
Provide clinical services when needed due to staffing gaps or shortages. Including covering caseload and Groups (PC1000).
Monitor counselor productivity and staffing patterns to ensure efficient operation of the program.
Assist in completing the Corrective Action Plan for all audits/program reviews.
Follow all Kings View policies, procedures, and administrative directives.
Complete written quarterly Employment Development Meetings with counselors that outline their performance, goals, opportunities for improvement, and training needed.
Attend Tulare County meetings as needed.
Attend Kings View Committee meeting as needed.
Manage a caseload of clients in Opioid Treatment Programs, ensuring they receive appropriate care and support.
Ensure that all documentation complies with Title 42 confidentiality regulations, HIPAA, and clinic policies.
Ensure that clients receive services in accordance with federal, state, and clinic regulations (e.g., Title 9, Title 22).
Work closely with the treatment team, including medical and administrative staff, to coordinate care and ensure that client needs are met.
Participate in regular staff meetings, training sessions, and clinical supervision to enhance counseling skills and stay up to date with regulatory changes.
Review and sign counselors' documentation that requires supervisor signature.
Record supervisory notes on each counselor.
Conduct Quality Assurance process for each counselor's caseload and ensure all errors found have been corrected by counselor. Participant is the Corporate QI/QA Committee.
Complete performance evaluation for each counselor, including direct observation of counselors conducting one on one sessions with their clients to meet CARF requirement.
Review counselor(s) documentation such as ASAM assessment, Treatment Plans, and Summaries (e.g.) to ensure compliance with standards set by Federal, State, County, and CARF standards.
Collect urine samples and conduct other drug screenings as required, documenting results according to clinic protocol.
Communicate with external providers, such as criminal justice system representatives or referral agencies, as needed.
Assist with financial assessments, fee collections, and monitor client payment schedules.
Adhere to clinic protocols and participate in the development or revision of treatment protocols as necessary.
Engage in ongoing professional development to maintain expertise in substance use disorder treatment and recovery methods.
Provide outreach to surrounding community.
May encounter risk of working with persons with SMI (serious mental illness) that may include, but not limited to persons in mental health crisis, persons that may be intoxicated or impaired by drugs or alcohol, persons who may be DTO (danger to others), DTS (Danger to Self), or GD (Gravely Disabled). If such situations arise, staff will be required to call local emergency personnel to help deescalate the crisis, use crisis intervention techniques, and consult with supervisor as soon as practically possible.
Perform other duties as assigned to support the overall functioning and success of the program.



What I bring

High School Diploma (or Equivalent)
Three years directly related experience.
SUD Certification in good standing by an agency approved and recognized by the Department of Health Care Services (DHCS) is required at time of hire. Working towards Clinical Supervision Cert.
Class C Driving License
3 years of related experience. Preferred associate degree or the equivalent sixty college semester units with emphasis in behavioral or social sciences if required for the position. Three years abstinence if there is a history of substance abuse. Completion of 40 hours per two-year period of related training is required for continued employment for certified counselors.
Knowledge in medication-assisted treatment (MAT) protocols, particularly methadone/buprenorphine maintenance and medically supervised withdrawal programs. This includes understanding of Title 9 and Title 22 regulations governing narcotic treatment programs, as well as the clinical application of drug testing, treatment planning, and case management. Must be well-versed in confidentiality requirements, including Title 42 and HIPAA, to ensure client privacy and regulatory compliance. Knowledge of recovery strategies, individual and group counseling techniques, and the multidisciplinary approach to addiction treatment are essential for providing effective care.
Guide, motivating, and inspiring team members towards Kings View Mission goal. Strong communication, problem solving, decision making, and conflict resolution.
Demonstrate excellent organizational skills to manage/supervise SUD Counselors and ensure compliance with treatment protocols. Ability to collaborate effectively with a multidisciplinary team, including medical and administrative staff, is crucial. Keen understanding of confidentiality regulations and the ability to manage sensitive client information with discretion and professionalism.
Compassionate, empathetic, and nonjudgmental, with a genuine commitment to supporting individuals in their recovery journey. Patience, resilience, and adaptability are essential, along with the ability to respond to the dynamic needs of clients while maintaining professional boundaries. Strong problem-solving abilities, attention to detail, and a collaborative mindset are key, as is the capacity to remain calm and composed in challenging or high-stress situations. A deep sense of integrity and respect for confidentiality is also critical.
