Environmental Health Supervisor (R&D)



Responsible for the supervision of multiple programs and counties; supervises and reviews the staff in providing public health services to the community including onsite, noncommunity water supply or food service. Ensures compliance with Public Health Code. Applies critical thinking and decision-making to resolve complex issues, interprets and enforces policies, ensures adequate staffing and workload distribution. Assess, plans, implements and evaluates program outcomes. Functions as part of the agencys management team under the general supervision of the manager and/or director. Assists the director with division administration and developing and evaluating programs, plans, policies and budgets. Works with external agencies in ensuring program compliance and ensures timely and accurate documentation and reporting of activities and results achieved.

Essential Duties
Oversees activities and operations of assigned programs to ensure provision of effective, efficient and safe services in accordance with Public Health Code, program requirements, and accreditation standards.Supervises assigned employees and monitors work to ensure standards for accuracy, timeliness, productivity, and compliance are accomplished. Initiates corrective actions as necessary to ensure team and individual results and performance meet expectations.Supervises assigned staff and assists in applying effective techniques and processes in conducting inspections, determining compliance, and issuing licenses and permits. Utilizes advanced knowledge and skills in resolving complex client issues or service delivery problems.Interprets and enforces agency and division policies, procedures and objectives for staff, contractors, food service establishments, clients and visitors. Informs director of unusually complex or sensitive enforcement situations.Completes more complex reviews and analyses within area of expertise which could include foodservice plan reviews, or evaluations for large site developments.Ensures adequate staffing coverage and workload distribution is maintained by approving work assignments, overtime, work schedules, and time off. Reviews and approves timesheets.Assists in reviewing and approving time worked by assigned staff, and monitoring variances in budgeted cost center hours. Recommends corrections or adjustments as needed to reduce variances. May establish and/or enforce work schedules and approves time off for assigned employees ensuring adequate coverage and uninterrupted service.Assists Director in recruiting, interviewing and selecting job applicants. Coordinates orientation and training of assigned staff in accordance with individual development needs and program regulatory and accreditation requirements.Participates in evaluating work of division personnel, and recommends discipline and, when necessary, discharge of subordinates according to established policies. Initiates counseling and/or corrective actions as necessary in response to violations of policies, procedures or work rules; or deficiencies in quality or quantity of work.Assists in meeting national & state accreditation standards and measures.Responsible for ensuring effective documentation of all program activities and results and completing all required and special studies and reports according to established deadlines and standards.Assists Director with division management including:
a. Planning, developing and evaluating programs and policies.
b. Assisting with preparation and evaluation of division, program and grant budgets.
c. Collecting, analyzing and reporting data and information necessary to evaluate and plan programs, services, and work processes.
d. Planning and coordinating quality improvement activities.
e. Reviewing and assessing compliance with regulatory and accreditation requirements.Serves as a liaison with local, state and/or federal agencies to effectively implement program requirements.
